My recommendations would include West Palm Beach and or Boyton, FL
where you could be near enough to Orlando to take in the Disney
locations and others ( not a bad drive) and even if you didn't head
inland to Orlando, the WPB diving is nice as are the beaches for the
kids.
Cabo, Mx is another nice family location with resorts that cater to the
kids and nice beaches, although the diving is mediocre.
Cozumel is great diving, and has some nice beaches, but I have not seen
much in the way of pro-kid activities.
Consider a time share over a hotel as they seem to have more activities
set up for the kids in many locations than the hotels do. There are many
web locations to rent weeks out on others time shares... I could even
offer a week of one of mine if you were inclined.. sure beats eating out
all the time and nice having the extra space...
