For the same reason, sites that ARE on 7.0, might be happy to see 7.0 or
higher.

You wouldn't necessarily have to think to that. My sense is that a great
number of MPE sites are still on some flavor of 6.5 or earlier, and quite a
few have little need to go to 7.0 or 7.5. These sites would probably want
6.5 (or earlier) on the emulator simply to eliminate another variable
if/when they move to an emulator.
