Like any software product in this market there would probably be a one-time
license fee and an optional annual maintenance fee if you want to receive
new versions and support for the emulator.  It's possible that MPE support
might be available as a bundle through one of the companies offering post-HP
MPE support services.

At this point all licensing models are possible as nobody (AFAIK) has made
any hard decisions yet.
