One part of Ron's question I can answer as the host of the listserv:
The OPENMPE listserv hosted by UTC has 361 subscribers, as of today.
HP3000-L has 866 subscribers, down from it's peak several years ago.
You can check anytime at http://raven.utc.edu/ click on online archives
and the number of subscribers for each list is shown on the page.
UTC continues to depends on the HP 3000 and is just about to receive
delivery of a new top end A-class to replace our 959/120. While we view
the new machine partly as a safety net, it also is needed to keep
up with growth in use as we make web applications available to our
students. We currently have no project approved or funded to migrate,
although various alternative projects are being reviewed and discussed.
