UPDATE #2: The 7.5 patch, FTPHDE4, is now available for Beta Testing
(BT)*. It contains:
    .   logon security, /etc/ftpusers
    .   file access security, /etc/ftpaccess
    .   log all file transfers & commands functions
    .   /etc/ftpaccess logon banner
    .   FTPSRVR site chmod & site chown
NOTE: site chmod and site chown were SIB '05 requests which we've been
able to pull into our SIB '04 FTP work.
