Yes...  In fact I'm guessing (but have no confirmation) that
it will probably end up being "almost all".  Not impossible
that it could end up being "all" (but we do NOT know that yet);
rather than "most"...

At least in terms of the current discussion i.e.:  3rd-party
does a "software-implementation-of-HP-3000-platform emulator",
the emulator company(s) would most likely not get in to what
components are included in the HP MPE emulator license:  The
emulator(s) would emulate the PA-RISC hardware;  what software
is run on top of that would I expect be and remain a separate
and distinct issue.

Strike the word "probably" from last above...  For example,
just doing an MPEX LISTF,2 on CODE=NMPRG shows 148 NM PROG
files in our PUB.SYS; plus 105 CODE=PROG CM PROG files.  On
our system ALMOST (not quite all, but VERY close) to all of
those files came from HP.  Compilers, DICTionary utilities,
SQL utilities, etc., etc...  And of course more stuff in
other groups and accounts.
