I agree, this is very welcome news, and I appreciate the effort that went
into it.  The conditions and costs seem reasonable to me, even though
some of the rules are not easily enforceable.

Now the question is, is this enough information for the companies that
may write emulators?  Do any of them see a business case for investing
in the production of an emulator?
