Another possible WAG (if OpenMPE ends up partially or completely funding a
community defined and/or endorsed emulator) would be for initial membership
to be some dollar figure, effectively cover the MPE license (yes, I know
that money has to go directly to HP by the end user), emulator license,
perhaps a subscription of the NewsWire, and whatever (possibly access to
patches and your support of some sort). Then the membership renewal would
drop, since the licensing fees would only be a one time expense.
Naturally this sort of model assume that a membership is tide to a single
instance of MPE. Multiple instances of MPE would mean multiple memberships
and multiple votes on SIB and other member issues.

As a WAG, let's guess for the moment that an emulator license costs $4500,
making the total software cost for an emulator plus an MPE license $5000.
