The goal (well, my goal) is that the emulator license would include all
typical SUBSYS products that are currently optional. This would
certainly include Image/SQL, all the compilers, etc. Nobody wants to be
in the HP add-on software business (so far as I know) so it's likely
that it would be a package deal that includes everything that HP has the
rights to.

Well, DS, HPDESK, and TDP aren't available today as far as I know, but
everything else that you could order from HP as an add-on system
software tool/utility would probably be included.

Standard caveat that HP hasn't agreed to this yet of course, though I've
heard nobody suggest that things would be otherwise.
