No one ever said that was a new license. Remember the request for
comments talked about two different license operations: a transfer
operation and a new license operation. What you are describing above
is the transfer.

The point of the new license is just that - allow someone without an
MPE license to obtain a new one.

Boy, if that isn't a bullish decision for those that want MPE to
survive EOL, I sure don't know what would be, then.
