Where does it say that HP will be the issuing entity? First things
first, people - everything is still up for negotiation.

Suppose for a minute that "Issue New Licenses" means that the vendor
of the emulator has the ability to do that under an agreement with HP
based on some nominal fee/royalty payment/whatever as proposed
elsewhere. How is that holding an axe?
