Mike,
I would compare this more to the political campaign season.  HP is the
incumbent and OPENMPE is the distant challenger.  The challenger demands a
debate and the incumbent knows it would be bad form and lose votes to
simply say "NO"!  So instead, the incumbent sends their people to talk
about a debate, but probably without any real intention of accepting the
debate terms, talks will continue until the election day.....
