Wrong, wrong, wrong! The only thing HP has indicated a willingness to
license is MPE on a platform emulator running on HP hardware. This will NOT
let you take an HP 9000 and convert it to an HP 3000.

We keep bringing up with HP the idea of converting used HP 9000s to HP
3000s, but so far we've met a brick wall. Whether it reacts differently to
our entreaties after 10/31 remains to be seen - but do not count on anything
other than what has already been announced.
