        I tend to see all sides of this discussion.  In theory the need for
it should be rare and most (if not all) active vendors have accommodations
for "demo or DR mode".  So, why not create and implement a means of using it
for the "true" exception, sighting in the usage provisions not to be used
just to avoid the leg work of getting new application/utility keys, and be
done with it.  If no true exceptions ever happen, then great, it wasn't
needed.  It is better to have the means of addressing the issue and never
need it, then to not have a means of addressing the issue and need it even
ones.
