Local law will also exacerbate the problem.  e.g. Spain used to have one category of employment, thus making most jobs, in the job-for-life category.  Sometime within the last 20 years or so, that passed a law that put a person in the temp category for 3 years, after which the employer could make the employee permanent.  The law was made to solve a hiring problem, no one wanted to hire.  As it turns out 90 percent of hirelings are let go after 2 years, 364 days.  Only 10 percent are retained for permanent jobs.
