Jon,
The pricing I mentioned concerns the transfer of the VMS operating system
and the collective layered products. The rationale of the two prices seems
to be that if you transfer to an OpenVMS/Alpha host, you already run a
version of VMS (hence 500$), if you transfer to a host running another OS it
is 1000$.

We have not yet discussed internally any PA-RISC emulator pricing. For now
we are planning an engineering prototype.
We have had multiple bad experiences with a VAX emulator hobbyist version,
which we now have permanently withdrawn. I doubt very much that we would
bring out a free hobbyist version for a PA-RISC emulator.
