What about the On-line Diagnostic System that has replaced SYSDIAG
called the Support Tools Manager (STM)?
 /usr/sbin/stm/ui/bin/stmc -c

Also the UID/GID Database that is built during a system boot?

Are these part of POSIX, and also something that is required for M.P.E.
to run nowadays?

So to me, the huge Posix monster seems to be little more than a mouse
hiding
in the corner. If you don't like it then you can purge the Posix C
library
file, and purgegroup HPBIN.SYS.

None of what I think you're calling Posix is part of the core operating
system itself.
