The document was created in Word and then saved as html.  Word creates a
style rule:
@page Section1
        {size:8.5in 11.0in;
        margin:.6in .75in .6in .5in;
        mso-header-margin:.5in;
        mso-footer-margin:.5in;
        mso-paper-source:0;}

If you view the source, save it to your hard drive and then change the
'size:' above to a smaller piece of "paper", you can view it that way too.
In the future, whomever saves the notes should either:

a) make the page size smaller
b) do the html conversion without trying to save the look of the paper
version.
