It's not in the meeting report because HP hasn't said anything about it
being a "temporary" restriction in their current thinking.  I suspect that
the plan today is for it to be a permanent restriction.  Of course I'd like
to see many of the restrictions expire at some point, but so far as I know
HP has not agreed to any such thing.

Well, you can give them credit for the current plan to permanently restrict
it to HP/Compaq systems *and* charge money for the license :-)
