The distinction between "emulator" and "simulator" is (and will continue to
be) blurred and subjective. The primary difference I think we're trying to
make is between "e3000 emulation" and "MPE emulation" (or "simulation" if
you prefer). MPE is software. An e3000 is hardware (with integral firmware,
of course). BiTech, Denkart, et al have "MPE emulators". What HP has
proposed to license MPE would be an "e3000 emulator".
