My experience with outsourcing is that it looks very good to the bean
counters, but it does not necessarily pay off, at least not in the
first 5-6 years (which is a longer horizon than many CFOs seem to have
these days). The start up costs are high, communication can be
challenging, and the new team does not have the product and customer
experiences which are so important when fixing bugs and adding
enhancements.

The team I worked with in India for many years had good people,
hard-working, willing to learn, but it is extremely difficult to learn
the inner-most details of design trade-offs, architectural
intricacies, etc from 8,700 miles away. To add to the challenges, the
team in India tended to be young, recent university graduates, and the
culture there promotes moving around to different companies during the
first 3-4 years of one's career. For us this meant that often after we
trained an engineer in Bangalore, he/she would leave for another job,
and the training had to start all over.
