I think you have to thank the general structure of corporations in the US.

It's my understanding that CEOs etc are by law directed to maximize profits for shareholders.  Whether they do this short- or long-term seems to be a grey area, but those who do it short-term don't seem to be faulted by those with long-term vision.

So when it's as simple as a 10:1 salary cost differential, it's pretty obvious easy money for the incumbent CEO, who gets a fat bonus for saving so much money.  

This is also no different than the typical small US-based "manufacturing" company - which turns out to really be a design co, not mfg - it's much cheaper to send designs to China and get back slightly lower-quality manufactured "goods".

Draw lines?  Look to the money.  If it were your money, you'd do the same thing - Americans are, or at least seem, too expensive, at least when (narrowly?) compared with perfectly intelligent and well-educated Indians.
