Tier-based may or may not be necessary. If we devise a scheme a la Windows,
we may end up with one price for 1-2 CPU(s), one price for 3-4 CPUs, and one
price for more than 5 CPUs. Doing it that way would be consistent with
current market trends. After all, both HP-UX (PPL licensing) and Windows are
priced that way.

Now, about the code itself, we could probably replace the MKS shell with
another Posix shell, at the price of some extra work (which itself has a
price), we could replace ODBC/SE with something else (which, too, would have
a price), but I'm damn unsure about replacing the Streams/iX code. All these
items have been in place for a while, they work well, and I don't see any
added value in investing into possible replacements for those. Let's keep it
stable.

Now about the price, let's say that $1,000 for a new license and $500 for a
transfer would be acceptable. This would put MPE at a price comparable to
another much more proprietary OS.
