Hosts file access on HP-UX

What directs HP-UX (B.11.11) to the 'Hosts' file (etc/hosts)? For example,
when I use /etc/ping it does not appear to be finding the etc/hosts file. I
say this because the access date (as appears in ll -u) does not appear to be
updated and no alias is found. The etc/ping does work with an IP address.
