I am not certain that I would limit the filecode change from PRIV to something else
only to SM users. There are plenty of people in the trenches who could use this.
There are more than just pure TurboImage files with PRIV filecode, e.g. Allbase
files.

Sometimes it's very useful to change the filecode to 0 or " " and execute FCOPY
;HEX;CHAR. One can learn quite a lot.

If a user can create and purge a file, that user should be able to change the
filecode. If the shop has MPEX, that capability is already available.
