god man, learn some history, that's how I know 
what I know.  It was the UN.  Basically to get 
the coalition together the first Prez Bush had to 
agree that the war stopped at the border, they 
weren't allowed to follow him in and take him 
out, there was hope that the people would rise up 
and overthrow him and they tried, that is what 
resulted in even more deaths, especially among 
the kurds.  Clinton didn't follow up and do 
anything to support the Iraqis, but he did launch 
a whole bunch of missiles in there once or twice, 
usually around the time of breaking sex scandals.
