If you have a DDS2 drive you can achieve that with DEVCTRL:
:HELLO MGR.TELESUP,MPEXL
:DEVCTRL <LDEV> EJECT=ENABLE
 
Unfortunately, this setting is lost after rebooting. DEVCTRL is
documented in "Performing System Management Tasks"
