This may be a repeat, but you could load the old
Interex library game of Empire, congigure a dummy 
game that lasts a year, then issue the [R]adio command.  
(Shortened to the letter 'R'.)

The [R]adio command has 10 'frequencies' and
defaults to frequency 0.  Users on different
'frequencies' don't cross-talk.
