I too have noticed this....

!COMMENT MODIFIED on 08/14/02

Is a logical thing to do but it gets mangled.  Also, I think that some other
characters ("!"????) cause much more interesting problems.  Once i noticed
this i just stayed away from the problem.  I'll vote for a comment being just
a comment regardless of whatever may or may not follow it.
