One thing comes to mind as a legal angle (IANAL). Will the translator help
resolve problems with uncompilable code?

It is one thing to take program X0123456 written by Joe Coder in 1994 and in
production since, and translate the source into another language. Clearly,
that is not compiling. It is another to open EDITOR today, and begin typing
Powerhouse code. I would expect that most programmers who do so for a
non-trivial program will get compiler errors. If your customer's product
does the former, that seems pretty defensible. If it allows the later, then
I can see more potential for a claim.

Now, I know next to nothing about the Cognos languages, but I wonder if
their would be less legal trouble to take an binary object compiled for
debugging (if Powerhouse et al allow this), and derive from that source code
in another language?
