Subject: WAR?

Can anyone (correctly) explain this reference to WAR, at the end of the
EXAMPLE for TELL in HELP? It occurs to me that we've gotten a bit silly
today, thus my parentheses; I'm sure there's a duck and cover joke in
this somewhere.

And for my silly contribution to the recent unpleasantness:
My favorite server OS
masters online transactions, no less,
is POSIX-compliant,
robust and reliant
and runs with no fuss and no mess.
