We use Servers Alive for basic monitoring 
(http://www.woodstone.nu/salive/).  (Checking at mpeixmib.net.sys, it 
looks like one could see what volumnes are mounted via SNMP.)

We also have an IMS-4000 from http://www.sensaphone.com, mostly for 
monitoring temperature, etc., but it can also do basic network monitoring 
(ping or check if a port is open).  It has a lot of notification methods, 
including email, page, and voice call.  It may not fit you inexpensive 
criteria, though.
