I can't say what the best modem is, but we are using a Best Data Products
14,400 bps modem.  We also have a DTC48 with modem connections.  The DTC48
is limited to 19.2 kbs, so you need to set your modem to always communicate
with one of the DTC supported baud rates.  The dial-up rate can be any of
the modem's supported rates.  Also, the modem needs to be set so that it
gets its DTR signal from the HP3000's DTC.  This will cause any the session
to logoff if the user loses the connection prior to signing off.  I hope
