You can also upgrade it by what is known as a "board swap". You go to a dealer who sells HP3000's. He sells you a board with the higher user limit, comes out and installs it.
Fills out the paper work and sends it to HP. Legal? You betcha! Where did he get it? From another user who needed to go to a bigger computer. I used to work for a 3rd party
refurbisher and did this all the time.
