Unfortunately this is very subjective, it depends what you mean by
civilised.  I am sure you ask someone in Iran and they will probably not
consider the US civilised.

Iran hasn't bombed the hell out of Cambodia, Vietnam, Afghanistan and Iraq,
assassinated Presidents in Chile and supported the massacre of women and
children in East Timor.

If you want to stop terrorists, it's actually easier than you think.  Stop
meddling in the affairs of other countries and above all, stop supporting
Israel.  If you did that, Terrorism against the US would probably stop
overnight.

I am not sure what kind of answer you expect.  I am not sure why it is
relevant since I am not a presidential candidate, and thus, the chance
of my beliefs being translated to action are next to nothing.

The short answer is to deal with rogue nations like Iran, and get them
to stop what they are doing and start acting like civilized people, but
that lacks a lot of detail.

Realistically, I do not think it is possible to stop them with anything
but force.  It would be nice if we could be a shining example of what
a country is supposed to be, but I think we passed that point a long
time ago in the USA, so now all we have is military force to make this
happen.
