You could accomplish this via a logon UDC with logic like:

We have a session that log on as various user only in batch mode. What I
want to do is prevent anyone from logging on as this user interactively.

By definition, Sessions are not Batch, that is like forcing 1 = 0, the
twain shall never meet.
