FWIW, we had a similar issue, and can now see our 3000s in Network
Neighborhood (great fun to point out to folks who know little or nothing
about our 3000s, and speak ill of them), having set the following:

# GStigers 981230 added make this instance visible to CGI's WINS server
  remote announce = 172.17.132.63
# GStigers 990426 added to use WINS for name resolution
  wins server = 172.17.132.63
