After re-reading my earlier post, I realize there is a small but
significant error in the order of steps necessary in order to properly
re-create any number of user sets account structures and files:

The step of re-building the volume sets with volutil must precede the
restoration of directories from the backup medium.

So, it should have read as follows:

If you need to re-build portions of your system after a (say) disk crash
and/or replacement, the VOLSET option of the restore command can be used
effectively.

One must first use VOLUTIL, to whatever extent necessary, in order to
restore the volume set structures to their original state. That may require
some or many VOLUTIL commands, depending upon which volume sets are not
already at their desired state. Clearly, the volume set that the replaced
disk drive was part of would need to be re-built with VOLUTIL. If there is
only one disk drive replaced then only one volume set needs re-building.

Then,  one must properly retrieve the appropriate directories from one's
backup set. Simply,

:restore *t;;directory (note 2 consecutive ;)

After having done so, one is left with only the directories (including
system directory, posix directories, and volume set directories), some
files in the SYS account, and files in originally intact volume sets.

So, assuming that a system comprising MPEXL_SYSTEM_VOLUME_SET, USER01, and
USER02 volume sets, needed to replace only volume sets
MPEXL_SYSTEM_VOLUME_SET and USER02:

:hello manager.sys
:outfence 14
:jobfence 14
:file t;dev=7
:restore
*t;@[log in to unmask]@;show=offline;keep;create;olddate;VOLSET=MPEXL_SYSTEM_VOLUME_SET
(this will restore only files that originally were on the system volume set
to the system volume set)
:restore *t;@[log in to unmask]@;show=offline;keep;create;olddate;VOLSET=USER02 (this will
restore only files that originally were on USER02 to volume set user02)
