Things that require NS/Services:

Local VT (outgoing VT to another 3000, i.e. :REMOTE HELLO).
Possibly some components of the Remote Process Management (RPM) facility,
though most of RPM is required for FTP I believe, so it kind of got
bundled in with the Link product which is now part of FOS.
Remote File Access (RFA).
Remote Database Access (RDBA).
DSCOPY.

That's all I can think of. Most people with need for RFA/RDBA use NetBase/
SharePlex these days. The switchable DTC functionality has greatly reduced
the need for :REMOTE HELLO. RPM requires programming to use and is rarely
a good solution for anything. FTP plus an archiving program can pretty
much completely replace DSCOPY.

I really think HP should consider bundling the remaining NS functionality
into FOS, since it's still needed by some customers, but the benefits no
longer really justify the cost.

No.

> For SQL*NET to oracle do I need NS/3000?

I doubt it, but I don't know for sure since I haven't used it.
