What so hard to understand?
You've got four guys at the bottom of the management pyramid - programmers, holding up two guys above them - team leaders, holding up the main boss - MIS manager.
The MIS manager is out of touch with the complexities of her job (see Peter Principal), is being supported by sycophantic middle managers who turn every which way, meanwhile the people at the bottom of the pyramid are just frustrated.
