Hi HP3000-L,
We ran into the reverse Y2K issue with passport scanners at airports. As you know, passports have a 10 year expiration date. The year in Machine Readable Travel document standards is a two-digit year. I just checked my passport to verify. I am okay. It expires in Dec 2029. Newly issued passports expire in 2030.
Up until now, the Windows OS in the kiosk has been using the region setting found at...
START -> region settings -> Additional date, time & regional settings -> Region Change date, time or number formats -> Additional settings -> Date tab

When a two-digit year is entered, interpret it as a year between:
Default 1930 - 2029
To fix this, we will advance the year by a few years in the Windows servers that scan the passports. The code could be changes to fix this, but the application is expected to be decommissioned by 2022.
The standard for the passport documents is included in a standard called ICAO 9303. This standard is published as a series of 12 documents. For passports you will need to read part 3 and part 4.
