I believe Doug meant that the process that reserves LDEVs 90-99 at system
startup will use numbers greater than 99 if there are conflicting LDEVs
configured in SYSGEN. It is only NMMGR that will be unable to configure
those LDEVs.

I'm not so sure, we're using LDEV 90-96 for DISC, so how did I configure
them if they are not configurable?
