My understanding is that 4.0 had a TCP/IP stack and most of Berkeley
Sockets implemented, but tools like ftp didn't get bundled in until 5.0.
I had worked on 4.0 machines years ago where we had a purchased copy of
ftp running without problem (though the vendor name escapes me -- too much
time has passed).
 
BTW, Quest has had a version of NFS available for years and I suspect it
might work on 4.0.  I'd check with them since that would be your simplest
solution.
