On MPE XL and iX when a JCW is created via :SETJCW, SETJCW(), PUTJCW()
a CI variable entry is created for the JCW name and value. A bit is
set indicating that this is a JCW, rather than an integer variable, and
thus is restricted to 16 bit constraints that apply to JCWs. There is
only a single entry per JCW.
