Actually, the $300/$600 refund was never part of the Bush plan, it
was tacked on by Congress as a short-term stimulus.  Since Bush
signed the bill he obviously didn't disagree with it too strongly,
but I think it's very misleading to characterize this particular
feature as part of the 'Bush plan', and certainly as the entirety
of the Bush plan.  The Bush plan was lower marginal tax rates,
ending the marriage penalty, ending the death tax, etc.

Quick rebates were mainly a Democratic idea; the appeal to them
being that anyone who pays even a minimal amount of taxes gets
the same refund, rather than a pro-rated system that would return a
proportionate share of the taxes actually paid by an individual.
Even at this, the leftmost wing of the party is whining about
the fact that people who pay no federal income taxes are being
left out of the refunds.

Next I suppose we'll tackle other injustices in our society,
such as the fact that people who never served in the military
can't receive veteran's benefits.

We have exactly the goverment we deserve, and it depresses
the hell out of me.  America, too stupid to be a democracy.
