You can modify the initial logon prompt (via SYSGEN), but this what you can
display is rather limited. The :WELCOME command can be used to display a
great deal of information, but it happens after the user logs in. Unless
something has changed after 5.0 (which is what I am still using), I don't
think you can display a pre-logon screen, just a post-logon screen (vial
WELCOME).
