Dennis,
Have you tried logging on as MANAGER.SYS and purging it? I noticed your
earlier example implied OPERATOR.SYS. The error message you are getting can
be caused by file access or the lack of capabilities of the current user.
[3]/SYS/PUB>help cierr384
MESSAGE UNABLE TO PURGE FILE !. (CIERR 384)
CAUSE The file you specified is either being used, or you do not
have the appropriate capabilities to purge it.
ACTION Check the output of LISTF command to see if the file is
being used. If not, check to see if you currently have the
appropriate capabilities to purge the file. Consult with
your account manager or system manager.

I'm still a little sketchy as to its use, but he explains that this program
is no longer used.
