I agree with Paul - Dreamweaver is the 'premier'.

Be very careful of Mickey$oft's Expression 'Suite'. I bought v2 about a year 
ago and after many weeks of effort, began to find the cracks, bugs, 
limitations, and an assortment of Mickey$oft excuses for a package that they 
threw together, but the parts don't work together. There is a plethora of 
complaints (as you can expect from the 'ship early - fix later (if at all)') on the 
Expressions Forum.

Expression 'Suite' is nowhere close to Dreamweaver. I also think it will be 
awhile before Mickey$oft catches up. It looks great initially, but "Flash" it isn't.
Expression v3 is now shipping, but having had my a** bitten once too many 
times by Mickey$oft, I'm not going to bite (byte) this time.

Expression also 'expects' you to be working with Visual Studio. I have VS2008 
and VS2010 is shipping. Just as Vista is gone and W7 is shipping - get the 
idea?

You'll also be thoroughly confused when Silverlight gets thrown at you. 
They're now shipping v3.

One final point to note, Mickey$oft's Expression and Silverlight expect you to 
learn a new language - XAML.
