I receive a tape from the post office that is labeled IBM.  I have to process
the tape as follows.

BUILD DISCFILE;REC=-427,1,F,ASCII
FILE T;DEV=7;REC=17080,1,U,ASCII;LABEL=XXXXXX,IBM
FCOPY FROM=*T;TO=DISCFILE;EBCDICIN;DEBLOCK=-427

With your example you would have to build the disc file with REC=-133,
then the tape equation would be REC=13300,1,U,ASCII and then use
DEBLOCK=-133 in fcopy.  I researched this years ago, so I don't remember
the reasoning for this, something to do with even byte boundaries, but it
continues to work well. Without the DEBLOCK parm, the disc file
records would not align correctly.
