Some places have really awful phone lines and the errors rates can get very
bad.  Your problems are probably always associated with particular users.
Rain can be a disaster!

However, if you make sure that the modems always connect in an
error-connecting mode, you should be able to minimize problems like garbage
on the screen.  So set the modems so that they will only connect in
error-connecting mode.  Since you have control of it, I would suggest that
you do this at the HP3000 end.

The down side of this is that you may not be able to connect every time
(the modems have to start without error-correction and give up if they run
into the slightest problem).  I have had situations where I've had to try 3
or 4 times (or more) before getting a good connection.  However, it's
better to wait for a good connection with error-correction than to connect
without it and get garbage.  The garbage is especially irritating with
VPLUS screens (and could be bad for the health of your database).

You don't say what they get instead of a login prompt.  If they are
apparently already logged on, then you probably haven't set up the
modems/DTC correctly.  This subject was discussed thoroughly in a previous
correspondence on this list, so I don't want to repeat it here, unless you
need it.  If they get nothing, this is just a bad connection and you have
to disconnect and start again.

Unfortunately, once you get beyond the really simple commands, the "Hayes
command set" is anything but standard, so each modem tends to need a
slightly different setup.

DTC ports will work at 19.2K and I don't know of any reason not to run at
that speed.  You can use a 28.8K modem, but make sure that the modem at the
HP3000 end is set for a communication speed of 19.2K to match the DTC.

Use good modems at the DTC (this doesn't exclude using good modems at the
user site too!).  I usually go for USRobotics Courier - the slight
additional expense is worth it for the reliable performance.  There are
some modems, however, (and I don't know whether this applies to USR) that
will no longer handle a break, so you have to be careful in what you purchase.
